James Foster is currently the Director of Compliance & DAFN (Disabilities, Access and Functional Needs) for New York City Emergency Management (NYCEM). He oversees the implementation of a Federal Americans with Disabilities Act (ADA) class action settlement agreement (BCID v. DeBlasio) on behalf of the City and is also responsible for developing and enforcing agency policies, procedures, and protocols related to the City’s many emergency plans.

 

Prior to joining NYCEM James worked in the development sector in Kenya and Ethiopia, and also served as a U.S. Peace Corps volunteer in the West Indies from 2006-2008. James returned from The Netherlands in 2013 where he had been working in the area of international criminal law for the United Nations at the International Criminal Tribunal for Rwanda (ICTR) and the International Criminal Tribunal for the Former Yugoslavia (ICTY). James holds a JD from New York Law School and a BA in Journalism from the University of San Francisco.
